Ohio 14(c) Taskforce

Dear Representative,

I’m writing to urge you to support Amendment AM2216 to House Bill 225.

For many years, Ohioans with disabilities have worked hard and contributed every day, yet their pay has not always reflected their effort, commitment, or value. As Ohio phases out subminimum wages, this amendment helps ensure the people most affected are supported through a thoughtful and well‑planned process.

This amendment would prohibit the use of Section 14(c) of the Fair Labor Standards Act of 1938 to pay subminimum wages to individuals with disabilities. It establishes a clear statewide commitment to ensuring that all Ohioans with disabilities will be paid at least minimum wage.

This amendment will do the following:

  • Increases wages to at least minimum wage
  • Includes a five‑year phaseout to allow time for a successful transition
  • Supports service providers, employers, and employees throughout the transition period
  • Ensures strong coordination and support from the Department of Developmental Disabilities, Opportunities for Ohioans with Disabilities, and the Employment First Taskforce
  • Protects individual choice so people do not lose their services or provider
  • Prevents individuals from being pushed into jobs or settings they do not choose

This amendment brings fairness, clarity, and stability to a process that affects real people and their daily lives. Supporting this amendment means supporting a transition that is thoughtful, transparent, and respectful of the individuals directly impacted.
