Rate restructuring would lower utility costs
PIPP creates an income-sensitive tiered program to ensure that home energy utility costs are affordable for low-income households. PIPP is a clear, common-sense policy that has been advocated for year after year. We demand that legislators approve an effective approach to lower utilities costs to a total of 6% of income for low-income Rhode Islanders.

Every year PIPP isn't passed, working class and low-income utility consumers continue to pay higher percentages of income toward utility bills compared to other consumers. Without PIPP people will continue to unfairly face utility terminations because of the legislators’ lack of passing this needed bill.
