AB 1790 (Connolly) will repeal the "Water's Edge Election" tax giveaway and require corporations to pay their fair share of taxes in California. California's "Water's Edge" tax election allows multinational corporations to hide their profits in overseas tax shelters. Oil and gas companies and their allies in the Reagan administration pushed this policy on California in the 1980s. It now costs us an estimated $3-4 billion a year in lost tax revenue, including up to $150 million in lost taxes from the oil and gas industry. The remedy is simple: return to the unitary tax system which is fair and worked well for the fifty years preceding the enactment of Water's Edge.
