ACT NOW: Keep Continuum of Care programs and housing funded in Orange County.
The Department of Housing and Urban Development (HUD) has signaled plans to release a new 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). This annual grant is critical—Orange County received over $33 million in 2024, supporting 1,448 people in Permanent Supportive Housing and 375 in Rapid Re-Housing and other vital programs.
However, HUD is pushing new criteria, seen in the recent CoC Builds applications, that would disqualify many current providers. These last-minute, unworkable changes risk stripping vital homelessness funding from our community. We have time to ensure that Congress stops HUD from these changes.
The federal government has shut down, but your advocacy still matters. Congressional offices will track constituent letters, and community advocacy can help shape negotiations happening around the FY2026 budget. We need your voice today to urge Congress to stop HUD’s harmful new criteria and prevent release of a 2025 CoC NOFO under these rules.
