• Ensure fair wages for workers performing offsite fabrication on publicly funded construction projects

Construction is changing. Work that was traditionally performed on-site is now increasingly being done offsite as fabrication technology continues to advance.

That shift has created a gap in the law and an uneven playing field.

In some cases, up to 60% of a project's work is now completed in fabrication shops, where workers performing custom fabrication for public construction projects are not always covered by prevailing wage laws.

Amendment #99 closes that loophole by ensuring prevailing wage protections apply to custom offsite fabrication for public construction projects involving plumbing, electrical, mechanical, and sheet metal systems. It also strengthens transparency by requiring certified payroll records for this work.

When public dollars fund construction, workers deserve fair wages whether they are working on the jobsite or fabricating custom materials offsite.
