The closure of Indian Point in 2021 resulted in the loss of nearly one-third of our School District's annual operating revenue. PILOT payments the Hendrick Hudson School District received from Indian Point went from $25 Million in the 2019-2020 school year to only $3 Million in the 2024-2025 school year.

Without additional financial support, the Hendrick Hudson school district may be forced to introduce school tax increases of 5-8% each year over the next several years just to maintain current programs. Our community has already endured a 20% cumulative tax increase since the Indian Point power plant closed.

We need to demand transparency and accountability with our Nuclear Decommissioning Trust Fund and ask for allowances to be made so that a portion of these funds can be allocated for use by local school districts and communities impacted by the closure of a nuclear power plant like ours.

Background Information

• Congressman Lawler introduced the REACT (Reactor Expenditure Accountability and Compliance Transparency) Act (H.R.5803) in October, 2025. There is currently no companion bill in the Senate.
• The reporting requirements for decommissioning trust funds are limited and lack sufficient detail.
• H.R.5803 directs the NRC to require power reactor licensees (like Holtec) to report on the earned interest, the projected annual rate of return, and detail the expenditures made for decommissioning activities using withdrawals from the decommissioning trust fund.
• NRC's rules currently prohibit trust fund use to aid local school districts or communities impacted by the closure of a nuclear power plant.
• While extremely difficult to verify, best estimates indicate that Indian Point's Decommissioning Trust Fund has grown from ~$700 million to ~$3 billion.
