The Housing & Environment Revenue Opportunities (HERO) bill, formally known as H.2894 and S.1799: An Act providing for climate change adaptation infrastructure and affordable housing investments in the Commonwealth, is an equitable response to the challenges that we are currently facing from the impacts of climate change and dire need for more affordable housing. This act would double the deeds excise fee in Massachusetts from $4.56 per $1,000 to $9.12 per $1,000 on property sold. 50% of the increased fee would be allocated towards climate mitigation and adaptation steps based on the Massachusetts Clean Energy Climate Plan, and 50% would be allocated towards the Affordable Housing Trust Fund and Housing Preservation Stabilization Fund to fund more affordable housing stabilization, preservation, and building.
The HERO bill provides an equitable, affordable, and sustainable solution to the dual crises of climate change and the lack of affordable housing in Massachusetts. Most homeowners would only pay this fee once or twice in their lifetime, with the largest cost being imposed on individuals who buy or sell expensive properties frequently. The HERO bill will provide the funding necessary to continue making strides towards a more equitable and safe Commonwealth.
