Bill 26-0480 Ensuring Access and Supporting Engagement (EASE) for DOC residents Act of 2025

Bill 26-0480, the EASE Act, is about a simple principle: democracy should not stop at the jailhouse door. Over 2,100 DC residents are in DOC custody, many from Black and Latino communities. While they can vote, they cannot testify before Council. This bill ensures they can share lived experiences, engage with leaders, and help shape policy. The tools already exist, what’s needed is action. These are not privileges, they are rights. I urge the Council to pass this bill.
