Bill 26-479, the Youth Villages Grant Program Establishment Amendment Act

Bill 26-479, the Youth Villages Grant Program Establishment Amendment Act of 2025, is important because it invests in one of the most effective strategies for improving public safety and strengthening communities: supporting young people before they become deeply involved in the justice system. In Ward 8, where nearly 41 percent of children live in poverty and many young people face barriers to education, employment, housing stability, and mentorship, this legislation would provide critical resources and support networks to help youth succeed. By funding community-based organizations that offer mentorship, leadership development, workforce training, academic support, civic engagement opportunities, and life-skills development, the bill recognizes that young people need more than punishment—they need guidance, opportunity, and a strong community around them. Bill 26-479 will help reduce violence, lower recidivism, increase educational and employment outcomes, and create safer, healthier neighborhoods by giving young people the tools and support they need to reach their full potential.
