They concentrate power in federal hands while shifting the burden onto states and local communities. Once these centers open, they bring strain on public services, secrecy around operations, and long-term damage to trust and safety.

Trump is counting on states to fall in line. ICE is moving quickly to secure property and contracts before residents can organize opposition. Federal officials assume that local leaders will quietly cooperate.

State leaders do not have to comply. They can block permits and restrict state resources from supporting expanded detention. Health and safety regulators can enforce standards that prevent unsafe operations from moving forward. Counties and municipalities can refuse zoning approvals.
