Call on State Board of Higher Education to honor the Mass. State College Association contract

The Board of Higher Education has failed to submit a funding request to the governor for the MSCA contract within 30 days, as required by state law. The deadline was August 15. The supplemental budget released on October 15 does not list the ratified MSCA agreement as a submitted funding request. Our members at MSCA worked for nearly a year without a contract and have been taking actions – including protests at BHE meetings and a work-to-rule campaign – in support of a funded new contract.

The union finally reached agreement with the BHE and the Council of Presidents for a fair contract with the same 2 percent across-the-board raises that were offered to the rest of public higher education employees and state workforce, with important equity adjustments (“equivalencies”) worked out at the bargaining table. Now the BHE seems to be reneging on that agreement. The equivalencies negotiated at the table have not been implemented, and the full tentative agreement has not been sent to the governor for approval.
