College Access Starts Early—Ask Governor Newsom to Sign AB 1871!

For many California students, earning college credit in high school remains out of reach. Approximately 82% of California high schools have no students enrolled in community college courses. Complicated applications, limited course offerings, and few flexible or online options can prevent students from participating, especially those who may not yet view college as part of their future.

Dual enrollment can help change that by allowing students to earn high school and college credit simultaneously while exploring higher education and career pathways. However, these programs are not fully equally accessible across the state.

AB 1871, authored by Assemblymember Mike Fong and sponsored by HOPE, would make it easier for more students to participate in California’s College and Career Access Pathways (CCAP) partnerships by:

  • Eliminating the principal recommendation requirement to reduce unnecessary enrollment barriers.
  • Simplifying the enrollment process through a single application and parent consent form.
  • Expanding access to college credit by allowing students to enroll in up to 15 college units per term.
  • Strengthening student support and accountability by tracking progress toward key educational milestones.
By making dual enrollment more accessible and easier to navigate, AB 1871 can help more students begin earning college credit, explore their options, and prepare for future education and career success.
