Housing security and the rental housing crisis should be top priorities for the Commission. However, the proposed Housing Stability Program expends almost a quarter of a million dollars to advance the same strategies we have been using for decades – strategies that data shows, and we know, from experience, have failed to improve housing security in Memphis. In fact, housing security has dramatically declined in the last two decades, beginning long before the pandemic.
