Congress should Reject Section 224 of the NDAA

Section 224, titled the “United States–Israel Defense Technology Cooperation Initiative,” would significantly expand military and defense technology integration between the United States and Israel. The proposal includes expanded collaboration involving artificial intelligence, cyber systems, autonomous technologies, data sharing, and defense production.

This proposal raises serious concerns about congressional oversight, accountability, and long-term U.S. foreign policy independence. It risks limiting Congress’ constitutional role in foreign and defense policy and may entangle U.S. defense systems and supply chains in ways that future lawmakers cannot easily revisit.

At a time when communities across the country are facing urgent domestic needs—including healthcare, education, infrastructure, and public safety—Congress should exercise careful oversight over defense commitments that may carry significant financial, diplomatic, and geopolitical consequences.
