Contact Your Representative to Oppose H.R. 9495

The Iowa Nonprofit Alliance is closely monitoring H.R. 9495, a concerning bill in Congress that poses significant risks to nonprofits.

If passed, this legislation would give the Secretary of the Treasury broad authority to label 501(c) organizations as “terrorist-supporting organizations.” Alarmingly, this could be done without requiring the Secretary to disclose the evidence or reasoning behind the designation to the accused organization.

The House is expected to vote on this on Wednesday, November 20.

Even more troubling, the bill undermines constitutional due process by:

  • Shifting the burden of proof onto the accused nonprofit.
  • Allowing only 90 days for organizations to demonstrate their innocence before having their tax-exempt status revoked.

This proposal threatens the integrity and fairness of nonprofit operations. For more information, review this joint letter from the Council on Foundations, Independent Sector, National Council of Nonprofits, and United Philanthropy Forum.
