Houseplants are a $50 billion industry, and Florida is the national epicenter, producing more than 70% of the country’s indoor foliage and tropical plants. At the very top of this booming industry sits Costa Farms. Headquartered in South Florida and owned by a multi-billion-dollar holding company, Costa Farms is one of the largest and most successful horticultural growers in the world with expansive operations across the Southeastern United States. As a national consumer brand, Costa Farms sells its plants online and supplies major retail stores, including Lowe’s, Home Depot, IKEA, Costco, Whole Foods, Walmart, and more.
But behind the lush and lucrative U.S. plant nursery industry lies a hidden crisis. A recent landmark report, “The Human Cost of Houseplants,” reveals that South Florida’s plant nursery workers—a workforce made up predominantly of low-wage immigrant women—are facing severe labor and human rights violations that remain largely invisible to the public. The report uncovered shocking conditions across the industry:
- Lack of water, shade, and rest in the extreme heat
- High rates of accidents, illnesses, and injuries
- Wage theft, sexual harassment, and discrimination
- Exposure to toxic pesticides and chemicals
- No paid sick or vacation days
- Retaliation for speaking up and exercising rights
In response to this crisis, WeCount! has launched Planting Justice, a new campaign by plant nursery workers, consumers, and allies to transform the U.S. houseplant industry. As part of this campaign: we are calling on Costa Farms to leverage its massive market power for good by joining the Planting Justice Program.

WeCount! is a non-profit, human rights organization of immigrant workers and families in South Florida, including plant nursery workers. The Planting Justice Program is a new worker-driven social responsibility (WSR) initiative developed by WeCount! that works to guarantee safe and dignified working conditions and eliminate labor and human rights abuses for plant nursery workers across the U.S. houseplant industry. Modeled after the CIW's internationally-recognized Fair Food Program, WeCount!’s Planting Justice Program requires major growers and retailers to adopt a worker-driven Code of Conduct for plant nursery workers in their supply chain, backed by year-round independent monitoring, enforcement, and certification.
