S.H.I.E.L.D. NJ: A plan to fund sheltering people now and to prevent homelessness before it starts

The future of New Jersey's homeless response system is being decided right now.

Over the past three years, homelessness has increased by 57% statewide, placing unprecedented strain on shelters, outreach teams, housing programs, and other critical services. Without additional investment, the New Jersey Department of Community Affairs projects that emergency shelter demand could increase by 91% and street homelessness by 94% by the end of this year.

The good news? Policymakers are starting to hear us.

Governor Sherrill's proposed budget includes $25 million for rapid re-housing, which will help more New Jersey residents move quickly from homelessness into permanent housing.

Now, Senate Resolution #432 and Assembly Resolution #7 would build on that progress by providing an additional $40 million for homeless services statewide.

Together, these investments represent a down payment on the multi-year commitment needed to strengthen New Jersey's homeless response system and ensure fewer residents fall into crisis. Based on the New Jersey Department of Community Affairs' own data, the system requires an investment of at least $345 million to restore to 2024 levels.
