Regulate and Stop Predatory AI Training Practices

We are calling upon our nation's legislators to put an end to the predatory AI training tactics employed by certain corporate entities. For the past few years, multiple technology companies have openly admitted to scraping billions of pieces of content that they did not have permission to use from various sources in an effort to train their large language models and produce generative AI software.
This includes materials that were protected by United States copyright laws, materials placed behind a paywall, and, in some cases, materials that were stored in private accounts that were not

publicly available. This original content also included images of minors and NSFW content. In many cases, this was done without the consent or knowledge of the owners of these materials.

We believe that these actions were not protected by the doctrine of "fair use," as these materials were used by commercial entities to create commercial products. We also contend that these technologies inherently cannot be granted the right of "fair use" as they are not human and, therefore, do not possess the same rights as humans, regardless of how similar the learning process is.
We are asking members of Congress to immediately pass legislation that would regulate the protocols that are used to train generative AI software. We are also requesting a legally binding AI bill of rights to protect the creators of these original works and the American public. Every citizen should be granted the right to share content via the internet without being concerned about bad actors scraping their content for profit.
