TELL SAINT PAUL: CUT THE CONTRACT WITH AXON AND FLOCK
Did you know that the city of Saint Paul signed a contract with Flock on February 12, 2025 to install a total of 16 Flock camera systems across our city? Did you also know that Saint Paul's Flock data was likely accessed by DHS during Operation Metro Surge? Or did you know that all Saint Paul Police Department squad cars have similar technology made by Axon installed in them?
Automated License Plate Readers (ALPRs or LPRs), like Axon and Flock are AI-powered cameras that capture and analyze images of all passing vehicles, storing details like your car's location, date, and time. These cameras collect data on millions of vehicles without warrants and regardless of whether the driver is suspected of a crime. This is mass surveillance without effective oversight.
The Saint Paul City Council has the power to terminate the existing Axon and Flock contracts, block new deployments, and refuse renewals. Your voice matters — constituent calls and emails are one of the most effective drivers of local policy.
Our demands include the following:
1. DO NOT INSTALL any additional ALPR/LPR devices in Saint Paul, effective immediately.
2. DO NOT RENEW any existing ALPR/LPR contracts with Axon and Flock Safety when they expire.
3. REQUIRE THE INVENTORY AND DISCLOSURE of all mobile and/or non-stationary ALPR/LPR devices by the Saint Paul Police Department or any other City department or agency.
4. ACTIVELY WORK to cancel the City's current Axon and Flock Safety ALPR/LPR contracts and arrange for the removal or obstruction of all existing devices.
5. SUPPORT A CITY-WIDE BAN on all Artificial Intelligence (AI) powered surveillance tools.
