Tell Senator Fetterman to Keep Standing Up for SNAP, Protect Pennsylvania Families, and Delay the Federal Cost Shift to Pennsylvania
No Pennsylvanian should lose access to food because Congress shifted SNAP costs from the federal government onto states.
SNAP helps nearly 2 million Pennsylvanians put food on the table, including children, seniors, people with disabilities, veterans, working families, and people earning low wages.
But H.R.1, enacted last year, made the largest cuts to SNAP in the program’s history and, for the first time, shifted hundreds of millions of dollars in SNAP costs from the federal government onto states.
New USDA data now shows Pennsylvania could be forced to absorb an estimated $410 million in new SNAP benefit costs beginning in federal fiscal year 2028, in addition to $115 million in new annual administrative costs the Commonwealth is already preparing to pay.
Together, H.R. 1 could shift more than $525 million in ongoing SNAP costs to Pennsylvania each year.
This isn't because Pennsylvania has widespread SNAP fraud. SNAP payment error rates measure administrative payment accuracy, not fraud. But under H.R. 1 those administrative measures are now being used to determine how much states must pay toward SNAP benefits.
Congress still has time to prevent that from happening.
Republican leaders are considering moving farm assistance through a Continuing Resolution or another legislative package. If Congress provides relief for farmers, it must also protect Pennsylvania families and state budgets by including a two-year delay of the SNAP cost shift for every state.

Pennsylvania is already investing millions of dollars to improve SNAP administration and reduce payment errors, but we need more time. Congress should do its part by giving every state the same opportunity to strengthen its systems and responsibly plan for these new costs instead of forcing states to choose between cutting other essential services or making it harder for eligible families to receive food assistance.
