Fully fund and expand SUNY's Educational Opportunity Program!
This e-letter asks your representatives in the state Legislature to restore a proposed $2.6 million cut to SUNY's Educational Opportunity Program in the 2026-2027 Executive Budget and invest an additional $20 million to grow and expand in this impressive, highly successful initiative.
Established in 1967, EOP has provided a pathway to college for over 90,000 students who wouldn’t otherwise have an opportunity to pursue a college degree. It offers academic, career and financial support to economically and educationally disadvantaged students who would not be admitted under traditional admissions standards.
EOP serves 54 campuses and is one of the America’s highest performing college access programs. According to 2023 SUNY data, the first-year retention rate for EOP students is 82%, compared to the SUNY average of 71%. In addition, 74% of EOP students complete their bachelor’s degree in 6 years, compared to 66% of SUNY students overall.
A significant investment in EOP will allow it to expand opportunity to more New Yorkers. There is a huge demand for EOP from qualified applicants; SUNY receives as many as 15,000 EOP applications each year but can only accept 20% (less than 3,000 students) due to financial constraints. Enrollment has increased by 20% over the past three years despite a 3% program funding increase and expenses are projected to exceed revenue this year and in future years.
Student opportunity programs are a gateway for students to participate in SUNY, and we should value and invest in them. Expanding EOP will break down barriers to accessing SUNY and will increase enrollment. Investing in higher education changes the lives of students and their families, and it benefits our entire state.
