The Pacific Palisades Residents Association (PPRA) and other groups arrived at the $50 billion cost estimate for Zone Zero regulations by combining the projected average cost per affected property (about $15,000 for initial vegetation, hedge, fence, and outbuilding removal) with the estimated 2 million+ California homes subject to the mandate, then adding at least an equivalent amount for property repairs, hardscape, and replacement landscaping, resulting in a total anticipated statewide outlay in excess of $50 billion for homeowners.
