The VA claims to be a “High Reliability Organization” (HRO)—but behind the branding, there’s no real adherence to the standards that define it.
The High-Reliability Realignment Act forces the VA to earn the HRO label by meeting real benchmarks, integrating frontline feedback, and conducting risk assessments before calling a project “reliable.”
This bill would:

Require certification by an external HRO standards body (e.g., The Joint Commission)

Mandate proactive risk assessments for any HRO-labeled effort

Require documented frontline feedback in HRO-branded reforms
