Houston City Council - End HPD’s Collaboration with ICE
The City of Houston must stop using local police resources to assist federal immigration enforcement. Recent reporting by the Houston Chronicle found that HPD officers have contacted ICE more than 100 times in 2025, a dramatic increase from previous years. In some cases, officers transported people directly to ICE custody after routine traffic stops. These practices go beyond what state law requires and undermine trust between immigrant communities and local police.
Mayor Whitmire and Chief Diaz’s new directives go beyond what is required by state law and have opened the door even wider for further collaboration with ICE! The Houston Police Department should focus on public safety — not federal immigration enforcement. Help send a message to elected leaders of Houston and demand the following:
HPD to stop prolonging detentions based on ICE administrative warrants.
End policies that instruct officers to contact ICE when they see an administrative immigration warrant in the system.
Prohibit HPD officers from transporting people to ICE custody.
End non safety traffic stops.
Cancel the Flock Safety camera contracts.
