It’s Time for Real Rent Control in Manitoba

During the 2023 provincial election, Wab Kinew promised to “make life more affordable for renters” and “strengthen rent controls with legislation to protect renters from big rate hikes”. The first rent regulation Bill that was introduced stalled in 2024, and no new Bill was introduced in spring 2025.
We refused to let that happen again in spring 2026 and we forced this issue back onto the agenda. “New rules to stop unfair rent increases and strengthen renters’ rights” was one of the highlights in the November 2025 Throne Speech, which outlines what the government expects to achieve during the next legislative session.
The new legislation is expected to be introduced on March 4, 2026. However, Premier Wab Kinew recently softened his government’s commitment, signaling weaker protections for renters than initially promised - something “closer to real rent control.” The Bill’s details are still unknown. Those details will determine whether renters get real protection - or more loopholes.
