Keep CA Transit Moving: Demand Operating Funding and Reform

Right now, the state of California is finalizing recommendations that promise to fundamentally transform transit construction and operations in our state. The SB 125 Task Force has been meeting since December 2023 and, through the work of activists like you, we’ve submitted 3,878 letters and successfully won the inclusion of key policies that were not under consideration before.

But now, we need your help.

On September 30th, the SB 125 Transit Transformation Task Force will finalize its recommendations to the Legislature. The draft report leaves out the most important solutions our transit system needs to survive and grow, and we need to send in as many letters as possible to fight for these important reforms.

What’s missing?

  • Operating Funding: California is one of the only major states without a dedicated source of money to run transit service. Without it, agencies face a funding cliff that could devastate service. The report needs to include specific recommendations of where future funding could come from.

  • Capital Project Reform: Right now our transit projects are funded piecemeal from many different grant sources, we do not consistently fund comprehensive multi-year upgrade plans, and we award construction funding before the full risks of a project are even known – all factors leading to our sky-high costs. The report needs to adopt proven best practices that save money and deliver projects faster.

  • Fare & Service Integration: Riders need seamless, coordinated networks. The recommendations do not go far enough in mandating agencies work collaboratively to schedule their services.

Your voice matters. Legislators created this Task Force to put California transit on a path to meet our climate, equity, and mobility goals. Without strong final recommendations, that promise will fall short.

  1. Add substantial near-term operating funding recommendations,

  2. Adopt stronger capital funding best practices, and

  3. Strengthen robust fare and service integration policies.
