“no change in such salaries shall be made between the election of a new council and the qualification of the new council.”
Dear Members of the Quincy City Council,
I am writing to urge you to delay any discussion or vote on changes to the Mayor’s salary until the newly elected City Council is sworn in next year.
According to Massachusetts General Law, Chapter 43, Section 17A:
“No increase or reduction in the salaries of mayor or city councillors shall take effect during the year in which such increase or reduction is voted, and no change in such salaries shall be made between the election of a new council and the qualification of the new council.”
This statute clearly prohibits salary changes between the election of a new Council and the time the new members officially take office. Proceeding with any vote on the Mayor’s salary before the new Council is seated would conflict with both the letter and spirit of this law.
In the interest of transparency, good faith, and compliance with state law, I respectfully ask that you postpone any action on this issue until the newly elected Council begins its term.
Thank you for your time and your service to the people of Quincy.
Respectfully,
