The World Medical Association (WMA) recognizes solitary confinement as torture and recommends against its use except in exceptional cases and used as a last resort. In 2023 there were 6,120 uses of solitary confinement in Washington State.

HB 1137 would reduce the use of this costly, inhumane practice.
