Public Comment in Opposition to Work Requirements

Utah's proposed Medicaid amendment seeks to reinstate a "Community Engagement" requirement, mandating that certain adult Medicaid recipients complete specific work-related activities, such as applying for 48 jobs within three months, to keep their health coverage. This proposal is problematic because evidence shows such requirements often cause eligible people to lose coverage due to administrative complexity and barriers like lack of transportation, childcare, or internet access, rather than an unwillingness to work. Furthermore, these requirements impose significant administrative costs, can worsen health outcomes by creating stress and disrupting care (making employment harder), and lack evidence of effectively increasing long-term employment while potentially harming vulnerable populations.
