Project 2025 Architect and White House Budget Director Russell Vought Must Be Impeached

Russell Vought, Trump’s White House Budget Director and a key architect of Project 2025, is blocking billions of dollars that Congress already approved for communities across the country. That’s because Project 2025 is a plan to consolidate executive power and weaken democratic guardrails -- freezing congressionally approved funds is one of its central tactics.

In Chicago, $2.1 billion in federal transit support tied to the CTA Red Line Extension and modernization projects has been paused. In New York, roughly $18 billion for the Gateway rail tunnel and Second Avenue Subway has been placed under administrative review. Nearly $8 billion in clean energy grants across 16 states were canceled. States have filed lawsuits alleging politically targeted rollbacks of congressionally approved funding.

Farmers and rural businesses are being told their reimbursements for solar installations and conservation upgrades are frozen, even after contracts were signed and work was completed. Families who relied on USDA programs like the Rural Energy for America Program are left carrying debt while the administration withholds payment.

Congress controls federal spending. When a budget director refuses to release funds lawfully appropriated by Congress, that is not routine oversight. It is a direct assault on constitutional authority.
