This summer’s Republican-passed budget, H.R.1, cut $187 billion from the Supplemental Nutrition Assistance Program (SNAP). SNAP is not only our most effective anti-hunger program – it also plays a crucial role in reducing poverty and improving the lives of our neighbors. Cutting money from this life-affirming program was an immoral decision that must be reversed.

Thankfully, there is legislation coming out of the House and Senate that will fully restore funds to SNAP: the Restoring Food Security for American Families and Farmers Act of 2025.

  • This bill would eliminate the new requirement that—for the first time in history—states must cover a share of SNAP program benefits while also paying a larger share of SNAP administrative costs. The impact of this cost shift to states is so severe that the Congressional Budget Office (CBO) estimates that states will be forced to contribute $35 billion or leave the program entirely.  
  • This bill would repeal the expansion of punitive time limits for SNAP recipients. These time limits would force 2.4 million people off SNAP—including parents with children over 14 years of age, older adults, caregivers, veterans, people experiencing homelessness, and former foster youth—if they cannot meet a rigid and administratively cumbersome 20-hours-per-week work requirement. Research shows time limits do not increase employment.  
  • The bill would restore SNAP access for lawful residents who are here for humanitarian reasons.
  • The bill would allow for periodic updates to the Thrifty Food Plan that determines the maximum SNAP benefit amount, ensuring families can afford healthy food on a tight budget.
