S. 2904: SHADOW Fleet Sanctions Act of 2025

Russia's shadow fleet (over 1,337 aging tankers as of February 2026) moves 65% of Russia's seaborne oil, generating billions in war revenue by evading G7 price caps. These vessels sail under false flags, switch off tracking signals, and broadcast fake locations. In early 2026, the UK authorized military seizure of shadow fleet tankers and Belgium intercepted its first vessel. But legislative action is needed to target the entire ecosystem. S. 2904 sanctions vessel owners, operators, insurers, and port operators who facilitate these transactions. Every barrel that moves above the price cap funds the missiles Russia fires at Ukrainian cities. This bill cuts that pipeline.
