Sand Hill Property is the largest private landlord in East Palo Alto, yet they have severely underinvested in their buildings to the point where tenants' homes are uninhabitable. The E O'Keefe Tenant Association formed to fight for justice and demand dignified living. Many tenants have filed petitions with the Rent Board in response to these substandard living conditions and they have won every case so far, totaling more than $200,000 in awards. However, Sand Hill has delayed paying their tenants what they're rightfully owed by appealing the decisions.
