Say Yes to Senior Housing in Kirkwood
April 17, 2026 Update: Thank you for your support of the Kirkwood supportive housing proposal.
Good news: it was approved by the City Department of Planning and the Citizen Zoning Review Board.
The bad news: There was an administrative error so the Turner AME affordable housing proposal will go before the ZRB again on Thursday, 4/30.

What’s Happening (the Back-Story):
- Turner Monumental AME Church has proposed a 47-unit permanent supportive housing development at Hallman & Howard Streets. It would provide safe, stable homes for seniors 62+ living on low incomes (50% of Area Median Income) - helping longtime neighbors age in place as housing costs rise, with a focus on those that have experienced homelessness.
- Atlanta Civic Circle reported on the NPU O meeting where, despite the best efforts of dozens of supporters, the project was denied the support for a rezoning to make this project a reality.
- On Feb 12th, the Atlanta Zoning Review Board voted to send a recommendation of approval to the City Council.
- The rezoning application will move on to City Council who holds the ultimate decision. If the project can be rezoned, they'll be able to seek the grant funding necessary to make deeply affordable housing happen.
What We've Done So Far:
- Neighbors supported the proposal at public meetings with the Kirkwood neighborhood association and NPU, as well as the Zoning Review Board meeting.
- We met at the Kirkwood UCC (100 Rogers St SE) on Sunday February 1st from 12-2 to write letters and rally support.
- Contacted City Council to let them know we support this project.
