SEDA: Deny Bond to Risky Forsyth Park Garage

Please share your opinion with the Board of Directors of Savannah Economic Development Authority as soon as possible.

October 14, at 11:00 AM, the Board is scheduled to act on agenda Item B: approval of a parameters bond resolution for the Forsyth Park Partners project. No public hearing will be allowed but the public can attend, SEDA Building at 906 Drayton Street. A sample letter is linked in this campaign.

Background: August 14 City Council voted for additional garage funding for the $35MM Forsyth Park Garage. Two weeks later the garage location was recognized as being in Bilbo Basin's flood zone. The added flood risk will likely add to the construction cost and the citizens of Savannah will be troubled with long-term maintenance associated with flooding.

City of Savannah will manage and maintain the garage. The private office complex will occupy 300 of 412 underground parking spaces. Each parking space is costing over $80,000. The developers being the majority occupants of the garage may cause higher bond rates and stricter IRS enforcements.

The City's neglectful performance record with the underground garage at 7 Whitaker Street (Whitaker Garage) under Ellis Square is foreshadowing. Whitaker Garage and Forsyth Park Garage have similar construction. Whitaker Garage's thousands of feet of stress cracks caused by structural design failures are costing $600,000 to temporarily mend. Whitaker Garage's exhaust fans screech at over 100 decibels. The 24-hour screeching reaches ground level through the air silos.

The bond requirements for a public, private partnership in Georgia requires competitive bidding. This requirement appears not to have been fulfilled. A principal of the office complex is also related to the garage's construction firm.

The added risk of a flood zone and failures to meet bond requirements is cause for SEDA to withdraw from issuing the bonds.
