Donald Trump has engaged in military action and regime change in Venezuela without congressional approval. In fact, senior administration officials even appear to have lied to Congress about whether this would happen.
While we cannot change the past, this week the U.S. Senate will vote on a War Powers Resolution to restrict any further use of United States military force in Venezuela without congressional authorization.
There is an outside chance this resolution will pass the Senate. It is likely to be supported by all 47 Democratic and Independent U.S. Senators, plus Republican Sen. Rand Paul. If three other moderate or libertarian minded Republicans join with them, then it will pass by a simple majority, 51-49.
Granted, it is unlikely that even if the War Powers Resolution passes the Senate it will become law. While there is also an outside chance for such a resolution to also pass the House of Representatives, ultimately it will take a two-thirds majority of Congress to force Donald Trump to cease any future military action in Venezuela, something which is highly unlikely to materialize, at least in the short term.
