These were levied as a result of widespread, serious environmental damage and their effect has been higher bills for customers. The only money Southern Water has to pay for the fines is money from customer bills. That's right:

In more detail, the complaint is that: money from customers is being used to pay the fine. In the long term, the simple proof is that the only money input to a water company is from customer bills and £90 million has gone out to the Government (His Majesty's Revenue Collection). Therefore money from bills has gone to HMRC.

A more complicated proof for the long term is that a poorly performing company, one that has been fined and consistently fails to meet regulated water standards will be considered a high investment risk. This pushes the cost of borrowing up and, because all money comes from customers, billing must increase to cover those higher costs.

It's a systemic problem and it's standard practice across the water industry. They get away with it because there is no competition in the water industry and Ofwat, the water regulator, is ineffective.
