Support HB 99 Penalty Reduction/Diversion Program of Marijuana Possession Charges
All about HB 99. This is the decriminalization bill by Rep Stephen Toth who was a joint author of Joe Moody decrim bill in the 86th legislative session. This is to reduce the penalty of possession of marijuana to a Class C misdemeanor for 2 ounces or less and provides a diversion program option in the committee substitute. The Criminal Jurisprudence Committee has already voted out HB 441 and HB 2593. While these are great bills, there is likely a chance that those two might not make it into the senate with Dan Patrick, purely because of the party the authors. Rep. Toth is a more senior hardline Republican conservative that believes that it's time that Texas caught up with the times and stopped punishing youth he sees getting in trouble for this, with a lifetime sentence against them. After the committee hearing testimonies and representative's responses, we need to remind them of the overall viability of Toth's bill, its diversion program, and putting partisan differences aside to do the right thing and move Texas forward on penalty reductions.
