Support Redondo Beach Blvd MAT Project & Protected Bike Lanes in Torrance

Project Overview
The Redondo Beach Blvd Metro Active Transportation (RBB MAT) project is a project in design to add/improve 3.3 miles of bike lanes extending from Dominguez Park to El Camino College.
This also connects through Washington Elementary, Adams Middle School, the South Bay Galleria, future K line station, Redondo Beach Transit Center, and Alondra Park.
The Funding Agreement lists a project completion date of June 30, 2027. This project is funded at the county level via Measure M.
This project spans the jurisdictions of Redondo Beach, Lawndale, Torrance, and unincorporated LA County.
The current 15% design plans include include Class IV protected bike lanes largely throughout Redondo Beach, though only have painted Class II bike lanes in Lawndale and Torrance. Lawndale has expressed interest in evaluating Class IV (protected) options as design progresses.
As seen on the map above, on 190th St, the type of bike lane would vary on either side of the street. We would like to see the bike lane and parking flipped to a parking-protected configuration, which should be possible based on wide existing car lanes. Similarly along Redondo Beach Blvd, there would be an unprotected gap from Hawthorne Blvd to Ainsworth Ave. Ultimately we are looking to see a continuous low-stress protected bikeway as the project envisions. Recent Updates
- The 15% design plans were approved by the Redondo Beach City Council on August 19th, 2025 (item N.1 here).
- Lawndale City Council approved the funding agreement to designate Redondo Beach as the lead agency for the project on September 15, 2025 (item 11 here) and also expressed interest in upgrading their section of the project from Class II to Class IV (protected) bike lanes.
- Despite retaining a majority of street parking in Torrance and only proposing to trade underutilized space for the protected two-way path, the project is not yet supported by the City of Torrance and is at risk of not happening within its city limits.
