Support the Capitol Corridor Vision Plan & Roseville 3rd Track - Feb 18th, 2026

Capitol Corridor’s 2016 Vision Plan called for electrification, 150 mph top speeds, and more frequent service. Since then, Caltrans has published its 2024 State Rail Plan which affirmed this vision, and the Federal Railroad Administration has vastly scaled up their Corridor ID Program which provides a programmatic framework for new and improved passenger rail corridors. Staff is now preparing a 2026 update to the Vision Plan. Support the service-led planning effort of the 2026 Update to the Vision Plan, especially business cases, overhead electrification, and “transformational infrastructure.”

The Sacramento to Roseville Third Track Project will eventually allow up to 10 daily roundtrips to serve Roseville, up from just 1 today. This project began in 2012, but the staff report has revealed that construction on Phase 1 will not be complete until 2036 and will only support three roundtrips. Support the Sacramento to Roseville Third Track Project’s goals of increased service to Roseville and question why the schedule and costs have increased so much.

In the long term, Greater Sacramento needs frequent, all-day, electrified regional rail service between major regional destinations. The investments discussed here are necessary first steps to achieving this vision.
