The SAFE Act (Securing American Fair Equine Futures Act, S.775 / H.R.1661) would finally ban the transport of horses for slaughter and help close the kill-pen pipeline — where horses sent to auction are purchased by kill buyers who resell them to the public or ship them directly to slaughter plants in Mexico and Canada.
