Governor Shapiro's 2025-26 budget proposal takes important steps toward fixing Pennsylvania's unconstitutional school funding system and capping cyber charter reimbursement costs, which will provide huge relief for schools across the state, and especially for the school districts in the 5th Senatorial District, represented by Senator Joe Picozzi.

The budget proposal would bring $200 million in new state funds and savings to the School District Philadelphia, with more than $50.2 million in savings by establishing a statewide cyber charter tuition rate of $8,000 per student. Senator Picozzi's district serves about 19% of the students in public school in Philadelphia (including traditional public schools and brick-and-mortar charters). There are 31 neighborhood public and charter schools in Senator Picozzi's district, serving almost 34,000 public school students.

The School District of Philadelphia has an adequacy shortfall of $1.1 billion – $4,900 per student – and the schools located in Senator Picozzi's district have a shortfall of over $207 million.

If the 2025-2026 school funding proposal is enacted, Senator Picozzi's public schools would receive an increase of over $37 million in funds for adequacy, BEF, and cyber charter savings in the upcoming academic year. The entire School District of Philadelphia will receive almost $200 million in increases and savings.
