Kenneth Berry, owner of the Berry Island Basin Project, has submitted Permit Application #SWG-2025-00662 for approval to construct two new 1,200 linear-foot carrier docks in the La Quinta Channel to accommodate Very Large Crude Carriers (VLCCs), Handymax vessels, and other ships used in the transport of energy resources.
To support this development, the project would require significant dredging and industrial construction in sensitive coastal waters. These activities could degrade water quality, damage wetlands and fish nursery habitat, increase sediment disturbance, and place additional stress on marine ecosystems—including threatened sea turtle species and the coastal habitats that support fishing, recreation, and local communities.
The project is now before the Texas Commission on Environmental Quality for Section 401 Water Quality Certification review, a separate state-level process that determines whether the project complies with Texas water quality standards under the Clean Water Act.
