The Senate is about to vote on S. 1404, the so-called "Combating Organized Retail Crime Act" (CORCA). Despite its name, this bill has little to do with shoplifting… and everything to do with expanding ICE's reach into every American community.

CORCA would:

• Put ICE at the center of local policing. It creates a new national law enforcement hub housed inside ICE, with its director appointed by the head of ICE – an agency whose leadership has authorized illegal home entries and whose agents routinely engage in racial profiling.

• Build a mass public-private surveillance network. DHS could collect and share Americans' personal data with retailers, corporations, and police departments whenever "operationally necessary" – a term the bill never defines.

• Supercharge the Walmart-to-deportation pipeline. Combined with the Laken Riley Act, a store manager's accusation of shoplifting can already land a non-citizen in detention without a bond hearing. CORCA embeds ICE agents directly alongside the local police who respond to those calls.

• Coerce cities that protect immigrants. By tying federal grants to cooperation, CORCA pressures local governments to abandon the policies that keep ICE out of their schools, hospitals, and courthouses.

CORCA passed the House 348–60. The Senate is the last line of defense… and senators are hearing from corporate lobbyists, not constituents.

That's what this action changes. When Senate offices are flooded with letters from voters back home, "easy yes" votes become hard questions.
