California takes way too long and spends way too much to build transit — so the state legislature created the SB 125 Task Force to fix that. But now, they’re at risk of backing down.
At the last meeting, committee staff proposed innovative, research-based reforms to make construction more affordable and efficient. But after a constructive conversation, BART’s General Manager angrily stepped in and demanded that staff go back to the drawing board and scrap all of the recommendations put forward. Sadly, this is not the first time BART has killed transit construction reform, having axed project delivery recommendations in 2021 from the Bay Area’s Blue Ribbon Task Force.
And now, construction cost reforms are missing from the agenda because BART doesn’t want to be held accountable for the cost overruns and decades-long delays that plague every major project in this state.
Meanwhile:
- Trump is threatening to slash federal transit funding 
- Tariffs are driving construction costs even higher 
- And California is stuck with a system that takes decades to deliver basic upgrades 
We CANNOT let the original recommendations die without a fight.

Tell the Task Force to reinstate capital project delivery reform and include it in the final report to the Legislature.
