Urgent Request for Congressional Intervention on DOI’s International Visitor Surcharge for Group Tours
The proposed international visitor surcharge, as currently structured, creates immediate and unintended harm for U.S.-based group tour operators and the communities that depend on them. Group tours for 2026 were sold up to two years ago under fixed contracts, leaving operators legally unable to raise prices to absorb new, unanticipated per-person fees. Applying these costs retroactively exposes small and mid-sized businesses to serious financial losses, contractual disputes, and reputational damage, through no fault of their own.
Beyond individual operators, the inbound group travel industry is a critical economic driver for National Park gateway communities, supporting local hotels, restaurants, transportation providers, and small businesses, particularly in rural areas. Sudden, poorly timed fee changes risk tour cancellations, reduced visitation, and long-term loss of international confidence in the reliability of U.S. travel planning. Congressional engagement is essential to ensure that park fee policy balances sustainable funding goals with fairness, adequate notice, and the economic stability of U.S. businesses and communities.
