On March 11, 2025, the House Health & Govt. Operations Committee heard powerful and compelling witness testimonies from the ACLU of Maryland, CAIR Maryland, Jewish Voice for Peace Action, Leaders of a Beautiful Struggle, Peace Action Montgomery, small business owners and other groups urging them to PASS House Bill 1460 Boycott of Foreign Countries.

This critical legislation would restore our constitutional right to engage in boycotts as a form of political expression. It ensures that Maryland’s state procurement process does not force individuals or businesses to certify that they will not engage in boycotts of foreign countries, including Israel. Maryland current has an executive order in effect that requires business owners to sign a loyalty oath to not boycott Israel in order to apply for state contracts.

We now have ONLY THREE DAYS to bring this bill forward for a vote and move it out of committee before the crossover deadline!
