This bill would:

  • Require the VA to define “mission-critical” using GAO/OIG staffing benchmarks

  • Mandate congressional approval before cutting essential roles

  • Include administrative staff in critical role definitions

  • Establish a whistleblower channel for misclassified roles

  • Add internal controls and audits to prevent misuse
