DEMAND GOVERNOR MOORE REPEAL THE ANTI-BDS EXECUTIVE ORDER

Maryland’s anti-BDS Executive Order 01.01.2017.25 is a tool of institutional retaliation against those who advocate for Palestinian rights. This executive order, which prohibits any executive branch agencies from entering into contracts with entities that boycott Israel, is a violation of our fundamental right to free expression. This is a blatant attempt to silence our voices and make our state complicit in a brutal and ongoing genocide.

The right to engage in political boycotts is a protected form of speech. As affirmed by the Supreme Court in the landmark case NAACP v. Claiborne Hardware Co., which ruled that boycotts for political and social change are a fundamental element of free expression. Yet, this executive order targets and punishes businesses and “business entities” for taking a moral stand against the ongoing genocide and occupation of the Palestinian people. This law is an act of political repression, designed to silence dissent and make Maryland complicit in war crimes by suppressing activism.

We will not allow our state government to use its power to protect a regime engaged in mass killing and ethnic cleansing. This executive order is an act of political repression, designed to shield Israel from international pressure and punish those who refuse to be silent. The continued existence of this law is a stain on the state of Maryland.

We, as concerned citizens, will not be silenced. We will not allow our state government to use its power to protect a foreign genocidal regime. This is not just a policy issue, it's a matter of justice, human rights, and constitutional law.

We demand that Governor Wes Moore immediately repeal Executive Order 01.01.2017.25 and uphold the constitutional rights of all Maryland residents. We will not stand by while our right to protest is stripped away in order to protect an illegal occupation.
