We, the undersigned students of the California Community Colleges, write in strong support of AB 2540, authored by Assemblymember Catherine Stefani (D–San Francisco). This bill would require community colleges with existing student health centers to provide students with access to medication abortion services — whether directly through the health center, via telehealth, or through a contracted provider — closing a longstanding gap in reproductive health care access for the more than 2 million students in our system.

Students at the University of California and California State University have had guaranteed access to these services on their campuses since 2023. Community college students — who are often first-generation, working, parenting, and among the most economically diverse populations in California higher education — deserve that same standard of care. For many students, campus health centers are the most accessible, reliable, and confidential point of care they have. When access to this does not exist, students are forced to navigate transportation barriers, added costs, lost class or work time, and privacy concerns.

AB 2540 doesn't require campuses to build clinical infrastructure from scratch — it applies only to colleges that already operate a student health center. To gauge its impact over time, the bill directs the California Commission on the Status of Women and Girls to assess system-wide capacity and report findings back to the Legislature. The bill also requires campuses to proactively notify students about available services, ensuring students have access to information they're entitled to regardless of which segment of public higher education they attend.

As co-sponsors of this measure, the Student Senate for California Community Colleges believes that reproductive health care is essential health care, and that equitable access should never depend on which college a student happens to attend. We urge the Legislature to pass AB 2540 and stand with community college students across California.
